All the top tier armies were banned? So no Eldar, Tau, Codex: Space Marines, Necrons, possibly Daemons
Which armies would rise to the top then? Would the same tactics be needed since the current meta says you need to counter 'X', but 'X' may not be around now?

CC might be more prevalent. The heavy shoot you armies would be mostly gone. So CSM, Tyranids, Wolves, DE, Orks would all meet in the middle and slug it out

My guess would be that Knights, if allowed to be played as a full army, would be the top dogs. SW's and DA would remain very powerful with their TWC and Biker gimmick builds as well. Admech War Convocations would stay super powerful too.

The balance issues sadly arent just confined to four or five books, those just happen to be the easiest to abuse.

Yea- I think Dark Angels, Ad Mech, and Space Wolves would dominate then.

Probably see a bunch of 3 Heldrake armies too.

I do think that without the big three, Orks and DE would move up the rankings a fair chunk. GK would still be hosed: DA, BA and AdMech can bring enough grav to ruin their day, even still.

Eldar, Tau, Codex: Space Marines, Necrons, and Daemons banned?

Well, I'd say the problem with the Meta isn't that these codexes are too strong, it's that GW's method of designing stuff results in overly "same-y" builds. These ones listed are simply the most (or almost the most) able to produce these builds. I'd say the new top codizes after this (for a total of 5 top codizes) would be:

#1 - Dark Angels;
They are capable of almost everything a regular Space Marine army is capable of, and Ravenwing + Darkshroud rerolling 2+ jinks would instantly replace whatever deathstar is out there right now. The fact is that Deathstars work, and Dark Angels are already considered as being able to build these, so they will continue to build them alongside...

#2 - Space Wolves (Wolfstars)
For almost the exact same reason as Dark Angels, the Space Pups can do nearly everything Codex: Space Marines can, plus they have access to the Wulfen, which combine very well to make a frightening force.

#3 - Imperial Knights
None should be surprised by this. It's still very common to see Knights at the table, and this won't change.

#4 - Mechanicus/Skitarii
With some of the real big boys gone, the War Convocation will have some space to flex their muscles.

#5 - Chaos Space Marines
This would be the only upset. Chaos' recent releases has pushed them up the tables. Of course, it's an unholy amalgamation of books and sources to get there, considering all the rest of the new top 5 can ally between each other, and so Chaos will still be at the bottom of this new top tier. Funny thing is that, even with being "officially" in the top tier, anyone that shows up with just the core codex will still get a pat on the back for playing with such a weak codex; the hateful glares will only come from the Chaos players lugging around 5 sources at a time with them.
