I new to using artillery in 40k and I'm at a loss what to do in this scenario.
If the artillery piece itself don't have LoS to a target but a crew member does do I get to subtract BS from the scatter or not?

the rules for artillery clearly state both the gun and the crew member need LoS

If you cannot claim line of sight to your target then you must fire Barrage weapons indirectly.
In the Artillery rules on page 64 it states that in order to claim line of sight the target must be visible to both the gun model and the firing model. In your scenario you do not have line of sight to the target since the gun model cannot see the target. So you would scatter the full distance.
