Can Chaplains attached to battle companies wear Terminator armour? I understand that normally, only the veteran 1st company is allowed the use of terminator armour. But clearly, Chapter Masters wear terminator armour whenever they please and I always thought that high ranking staff such as Chaplains and librarians could wear it too. Or is that false?

It deppends, every chapter has a different amount of terminators armour, more old a chapter is more terminator armours they have.
