Want to know - of the actual playable units in game, who's the most powerful based on the fluff/lore.

Of the non daemons I'd say Eldrad, but I'm not sure wether a lord of change uses "sorcery" or if it is in fact a psyker, if it is then they are stronger

Definitely Fateweaver. However, most powerful doesn't mean "best". The Fateweaver may be the most powerful psyker in 40k, but I'd give the "best" title to Eldrad, followed closely by Ahriman, and then a Lord of Change.
