Easiest? Replace power armoured Astartes legs with Terminator legs and call it a day. Simple, ugly, but dead easy.

I think doing a very slight arm lengthening conversion with a circle of plasticard filed down flush, otherwise the arms look a bit small. But otherwise the Terminator legs work like a charm.

Alternatively, just use smaller heads. I'm of the opinion that it's Guardsmen that are too big rather than SM that are too small, but even in a vacuum, a smaller head can make a lot of difference and help achieve the art-style look.
This old build uses a spare 32mm true scale Malifaux head on an otherwise unmodified CSM setup, and it definitely serves to make him look 'larger' without actually changing much.

You could use a plasticard spacer where the torso meets the pelvis like Ailaros did with his beserkers. He also includes a height comparison. It's just enough to make the marine taller without making the proportions look off.

Or you could go the warhammer route by chopping off warriors of chaos legs and attaching CSM bodies. Razakel has an amazing Word Bearers army using this method, and Doghouse has an excellent tutorial on making them.

Coming from a green stuff sculpting newbie, it's not that difficult provided that you have the right tools (colour shapers are a Godsend). Look at my gallery if you want to see my attempts. The picture quality isn't that great, but I'll see about posting some better ones. Hopefully this helps.

I would have said the easiest way would be to use smaller Guardsmen...
From what I've seen, 'true'scaling generally just winds up with marines that are far too big.
