It's not quite a legal Combined Arms because you have four Elite and four Fast Attack. In a Combined Arms, you're only allowed 2 HQ, 3 Elite, 6 Troop, 3 Fast Attack and 3 Heavy Support. However, you can get around it by making the Stalkers into a squadron of two and by taking the Night Scythe as a dedicated transport for one of the Immortal or Warrior squads. On to the list itself.
You have the components to form a Canoptek Harvest (1 Wraith squad, 1 Scarab squad, 1 Spyder), so you might as well to give these soulless automatons Reanimation Protocols. Monoliths are very iconic for Necrons. Unfortunately, they're pretty bad on the tabletop. Annihilation Barges are also pretty bad. Deathmarks are very high risk, high reward. However, I've found that you need 8-10 per squad to have any meaningful impact on the game. You might want to consider giving the Tomb Blades Shield Vanes and Nebuloscopes. Those two very cheap upgrades turn them from mediocre into decent. Some other units to take a closer look at are Destroyers and Praetorians. Both are excellent at what they do.
I hope this helps!
