I'm wondering, I know jinking means taking snapshots for the next turn, but if a flyer uses the strafing run special rule (adds +1 BS when shooting anything on the ground) are we now taking these snapshots at ballistics skill 2?

Does Strafing Run specifically say it can modify Snap Shots?

Strafing run add +1 BS to shooting attacks against infantry, bikes, beasts, cavalry, etc

They can, but it has to be explicit, such as Markerlights or the Dark Angels Overwatch ability.
