So in the Generals Handbook it gives a unit min and a unit max and then a points value. Am I to understand that the unit costs the same points with 10 models (min) or with 40 (max)? Also, there is a points value associated with a listed war scroll battalion. Do I add that points value to the total points value of the included units?

Finally, should I put war machines, such as a dwarf cannon, on a base ( I know that the crew should be based)?

This is explained in the third paragraph under 'Picking Your Army', pg. 106 of the General's Handbook.

The points cost shown is for the minimum. So if you are taking 40 (max) then it would be 4 x the points cost of the minimum.
