A Chaos Sorcerer must take at least one power from the corresponding God, if he has a mark. But the rulebook states (under Chaos Psychic Focus) that a sorcerer with a mark already knows the primaris power from relevant god and thus shouldn´t be forced to take another. For example, an aspiring sorcerer already knows the Tzeentch primaris so I should be free to give him powers from the other disciplines open to CSM (including the ones from Traitor´s Hate). Whaddaya think?

From the Draft Chaos FAQ

Q: For CSM Sorcerers with a Mark, does the new rule of automatically getting the primaris power of your gods mark fulfil the requirement that a Sorcerer with a mark must generate one psychic power form his patron's psychic table:?

A: No. They must generate one power form their patrons discipline. They can generate all other powers from another discipline, and they will also know the primaris power of their patrons discipline because of the Chaos Psychic Focus rule.

Q: Can A thousand Sons Aspiring sorcerer generate their power from the Daemonology discipline instead of the discipline of Tzeentch?

A:No. However , Chaos Psychic Focus means they will also have the primaris power from the Discipline of Tzeentch.

To answer your question, yes you can take powers from traitors hate with a marked sorcerer. You have to in fact. You can only have up to 2 powers from the god disciplines. So a lvl 3 sorcerer would require a roll on a different table.
They won't get the primaris however, unless you switch out a roll for the primaris of course.

Why can´t I take all three?

Because you can only roll up half of their powers on the god tables and by reading the example you can deduce that it's meant to be half rounded up. (page 70)
