I'm struggling for what to use as bases for some bolt action terrain however I have a few issues:

-I've found thick cereal card warps too much
-Kind of on a budget (but then again who isn't)?
-I don't drive, and am also largely unable to leave the house due longterm illness

What sort of stuff do you use?

This sounds weird but the thing sheets of wood that argos use for the backs of wardrobes etc.

I had the same problems thinking of an easy inexpensive material, but old flat pack wardrobe backing is fantastic, can cut it with a knife with some effort, doesn't weigh too much and most recycle places should be able to help.

Polystyrine door signs if you can make your way to a home despot.

Otherwise you are probably out of luck without breaking into some good furnature like dude face suggests. look at dumpsters and see if you can see anything like hardboard.

Mind you any wood based bases will probably still warp over time due to moisture even if sealed. additionally gluing anything on top will cause it to warp as well.
