I have a large amount of Nurgle here, and would like to play this weekend. I have never used this army. I was gonna do Chaos Marines + Demon allies. Here is what I have.

27 Plague Marines (plasmas, melts, flamers, etc.)
9 Bikes
2 Rhinos
7 chaos Spawn
Sorcerer
20 cultists
15 Havocs (4x lasguns, 8x autocannons)
3 Obliterators

3 Plague Drones
10 Plaguebearers
Nurgle Herald
Soulgrinder
6 nurglings

I will need to proxy something for my Chaos Lord or any other character models (such as a lord on a bike, which is what I planned)

I have played against CSM as their loyalist counterpart for several games. The army that gave me the most impressive tough fight is something similar to below:

Nurgle Biker Lord
3 units of 5 Nurgle Spawns
Plague Marines in Rhino
Cultists
1 Vindicator (distraction Carnifex)
2 Maulerfiend
(Some where a total of 1500pts)

This list tabled me at the end of T4, with the cost of only the Vindicator and the Cultist. Of course, he managed to steal the initiative which helped a Little, But I don't think he will lose even if I go first.

Should I run my lord with the bikers themselves or the spawn unit?

I also don't have those other models (vindicator/maulerfiend)

The spawn work as ablative wounds better than bikes do for cost, but the Always having to issue a Challenge thing becomes an issue. That is where a secondary character is important. I usually run the Lord with bikes to transfer his Fearless to a unit, and put a buffing Sorcerer on a bike in a Spawn unit, and if need be, they can break off and transfer over to the better unit.

Plague marines are a good fun fluff unit but are still overpriced for just a few bolters and special weapons. I focus on cheap cultists for multiple CAD detachments, Spawn, and solo Obliterators. Those are the main work horse of a nurgle army.

I don't use Tanks (just never have) but after flling in your basics start adding in either Daemons/MCs, or Armor to your preferences.

As a Death guard player I must say so far spawns and bikes didn't impress me, whereas plague marines were always the main workhorse. Similar to Necron warriors they don't die and can fight against anything. They are also much better than CSM + MoN making the CAD still important despite Traitors Hate.

Bikes, Raptors and Spawn are fast but that's it really. They don't kill things, sorcerers and Lords do. Lord with a Daemonheart is especially fluffy and also our only source to 2+ armour aside from termis.

Also, sorcerer with Balestar of Mannon in a unit of obliterators worked really well for me. Due to prescience or other divination powers you really make them a strong shooty unit and if you get close prescience will also help you in CC.
Havocs are always solid, don't expect them to outshoot anyone though. They are supporters, but they do it well and for cheap.

Can't say much about the Daemons other than soulgrinder with MoN or Plague Hulks (they are cheaper) are nice distractions and won't die when parked in some terrain.
Unfortunately Grotty the Nurgling also lowers the T of MoN units, so keep that in mind. However, a herald could be used to generate some warp charges, or maybe you are lucky on the improved plague table.

Can't give you a list here, but maybe these hints help you .

With your collection i would run this kind of list using a cad:

HQ
Lord on bike with fist claw sigil MoN
Sorcerer on bike Mastery 3 spell familiar

Troops
20 Cultists
5 Plague Marines with 2 melta in a rhino
5 Plague Marines with 2 melta in a rhino

FA
5 Spawn MoN
7 Bikes MoN 2 melta

HS
7 Havocs MoN 4 autocannons
7 Havocs MoN 4 autocannons
3 Obliterators MoN

with some upgrades on champs (melta bombs, combi-weapons or power fists) you have roughly 1700-1750pts
then you can add some Plague Marines with plasma guns or Chaos Spawn to get to 1850pts
