Sort of. See Legiones Astartes: Age of Darkness Army list, pg. 9. You get one Primary Detachment (3 HQ, 6 T, 4 E, 3 FA, 3 HS) with optional single Fortification, Lord of War, or allied detachment. 1 HQ and 2 Troops are mandatory, and not all Troops choices count towards this compulsory troops choice- a lot depends on which Legion you represent and which Rite of War you take.

The Allied Detachment is 1 HQ, 2 Troops, 1 E, 1 FA, and one HS. The Allied detachment has to be an ally from the Allies Chart. You must take a Compulsory Troops choice for this detachment.

The Force Organization Chart does have a couple optional charts, but those are for specific missions and/or Legion Campaigns.

You get a Primary Detachment, and a possible Allied Detachment, but there are a lot of conditions attached to that Allied Detachment.

It's important with conversations like this to get the words right otherwise you just get confusion on all sides!

So, in 40k, a Force Organisation Chart is a type of Detachment, and you take as many different detachments as you like.

In 30k, a Force Organisation Chart is a type of ARMY. You can only have one FOC per army. Depending on what you pick, the FOC might include one Detachment or might include more. For example, the standard 'Crusade' FOC (which replaced the Age of Darkness one) allows a Primary Detachment, an Allied Detachment, a Lords of War Detachment and a Fortifications Detachment.

Each Age of Darkness army is composed of a single Primary Detachment, and may also contain a number of optional (secondary) detachments as
shown on the relevant Force Organisation chart. Only Force Organisation charts found in Forge World Horus Heresy products may be used.

Yup, and right now, the only Detachments in 30K are Primary, Allied, Fortification, and Lord of War detachments. Each detachment has it's own requirements (HQ, Troops, etc. ).
