I'm new to 30k, played a ton of 40k in the past, though I'm coming back into it with 30k Death Guard.
Is it okay to used a named model, specifically Calas Typhon, as a generic praetor? Assuming I equip the model the same as is pictured so it's represented, of course. I'm not crazy about the normal praetor models. I'm new to the scene and just wanted to see if it was an issue in the 30k scene.

I think that's a question for your local community. I don't know if I'd want to play against someone so tight arsed that they would protest against what you're proposing.

I wouldn't have a problem with it, nor would I have a problem with someone kit-bashing one of the named characters as long as all the wargear is the same.

There are a lot of named characters and unique units in 30K with no "Official" models yet. It shouldn't be an issue as long as the model/unit is armed appropriately and "looks" like the model/unit it's supposed to represent.
Using a unique model/unit as a "generic" model/unit should be OK as long as it's clear what the model/unit is.
What it comes down to is the pregame discussion with your opponent about the game. However, I don't think this would fly in most tournaments. You'd have to check with the Tournament Organizer first.

I doubt anyone actually would. It would be in the same vein as running Sicarius's model as a generic captain, or Running Imhotehk as a generic lord.
That being said: look into converting your own praetor. No one says you have to use FW's praetors
