Advanced Shadowloom-The Advanced Shadowloom, like most other tools used by Nox, is of his own creation. This surrounds him in time-warped darkness, granting him the Stealth and Shrouded USRs.
Xelor's Shell-This suit of armour contains Nox's once-living form, long since reduced to dust. It increases his Strength, Toughness, and Wounds by 2, already included in his profile, and grants him a 4+ Invulnerable save.
Reactance Circuitry-This highly advanced neural networking material allows Nox to react with far greater speed than any other being, increasing his initiative by 8 (included on his profile).
Clock Hand-A simple yet elegant blade, the Clock Hand is Nox's tool of choice for disassembling his foes in close combat.

Quick question, is he able to be taken in a Decurion? If so, then this guy is going to be flat out not fun to play against at all. First off, he can hide in units and tank for them with his rerollable saves, meaning you can't even really focus him down if you want to. Even Horus himself and other Primarchs aren't this resilient since you can even re-roll reanimation for him on top of a rerollable 3+ invuln. Literally the only things you can bank for killing this guy is through strength D and a lucky stomp roll. You can't even double him out and you need specific weapons with force or instant death to kill him which can't even lower his reanimation since he starts with Technomancer which combined with the Decurion means it cancels out. This alongside with his waaaaay higher than average stats makes him harken back to the undercosted old Apocalypse version of the Transcendent C''tan Shard.
He does too much of everything right now. As a rule of thumb, having re-rollable 2+'s on top of invuln.s and re-rollable reanimation is overkill. At the very least there should be a drawback like if his offensive capability gets toned down severely to make him more of a tarpit rather than a one man killing machine. Or focus on the emphasis of being a clock-maker in forcing your opponent to re-roll successful saves/hits against him since he can predict their movements, something more thematic. As is he just kind of seems like Orikan + Necron Lord + C'tan and then juiced up to 11 then any kind of unique lord.

He cannot be taken in a Decurion. But then again, since he has Technomancer, he has a 4+ Reanimate anyway.
Removed the rerolling Reanimate protocol. This gives him a 2+ Rerollable against most things, then a 4+, or a 3+ rerollable then a 4+ against AP 1/2. So, let's look at how many Lascannon shots it takes to take him down.
5 Wounds.
Hitting on 3s, so 7.5.
Wounding on 2s, so 9.
3+ save, so 27.
Rerollable, so 81.
By 4+ Reanimate, so 162.
...
Huh. That's more than I expected. I'll drop him to a 4+ Invuln.
5 Wounds, 3s so 7.5, 2s so 9, 4+ so 18, by 4+ so 36, by 4+ so 72. A LOT more reasonable.
Edit: 72 Lascannons is (150 for 4) is 2700 points. So it does take a lot to take him down in one turn.
But, assuming that they have 6 turns to kill him, you only need 12 Lascannons, or 450 Points. Toss on IWND, though, and he recovers 2 wounds, so call it around 600 points. That being said, Nox is liable to focus-fire the things that can kill him down, so I'll bump his price up to 750.

This is pretty ridiculous to be honest. I like the concept but you've gone way over the top with the stats, Initiative 10? BS10? Not even the C'tan have stats like that. Veiled in Time doesn't help either.
My suggestions:
- Change Veiled in Time to "may re-roll saving throws of 1".
- Initiative 8 at the most, same with BS.
- Ditch the Overclocking rule entirely.

Is he really unreasonable for his points cost? He's not THAT killy for 750 points, though he is pretty hard to remove.
I can be convinced to lower his BS, but not initiative. He's a master of time unlike any other-he strikes faster than the eye can see, and then some.
And what's so bad about Overclock?

Nox does it better.
Or at least, he does local time manipulation better. He can't travel back in time-not more than a few minutes-but he's much more experienced and able to manipulate the time in the immediate area.
Fluff-wise, I do agree, he competes with Orikan (with Orikan obviously winning, since he's canon) but does he seem balanced at 750 points? And if not, what nerfs does he need/points increase does he need?

Have to agree with the above poster, this guy just seems utterly unfun to play against.
I agree he dosent hit super hard (although the double shot s7 ap2 torrent flamer SB is nonsense)
But I10? At least make his weapon unwieldy so he strikes last mostly.
Drop his A to 4.
And please realise the reason current 40k is so broken is 2+, 2++, 2++ rerol, and then 2++++++
I mean, he costs 750....ok. But try and rework/rewrite the meta not break it mate........zzzzz
