Ok I tried putting it in the list and asked for other's opinions on it, and there was no response, so alas I shall try here, Emperor forgive me.

Just started collecting my first army, and I asked for a list and as time went on I modified it, so I am curious how effective this list would actually be...

Heirloom:
Volkov's Cane

CCS: With Creed, Kell, Astropath, and Master of Ordance, flamer

Pask: In punisher with sponson bolter, hull bolter, with dozer blade second tank exterminator, sponson bolter, hull bolter with dozer blade

2 Commissar(one with a squad of intrantry other with conscripits) both using bolters

Priest with autogun

Pysker Level 2 with force axe

Not a lot of special weapons in the command squads. Try to fill those up.
Take a look at the cadia supplement because you could easily make a footslogger list there. The bonuses include rerolls of one on las weapons which would buff your army massively.

Edit: Do you mean the PCS, the CCS or both. Also what upgrades do you recommend?

The first thing I notice is creed and Kell. Drop them and just use a normal CCS. They are ridiculously expensive for little gain. I would take some of those extra points and make one of the infantry squads have lascannons. I tend to keep my CCS in the back with a heavy weapon barking orders. Unless the autogun on the priest is just extra points you didn't know where to place, I'd drop that. The weapons seem kinda strange on the PCS but they are cheap and if it works then cool. The rest seems alright. Play a game and see what did well.
