Soooo i was admiring the new xmas box for stormcast and decide to browse paint jobs online. Found a french guy who did this image below, how do i do the black on weapons? it looks sooty? i love the weapons! thank you for help

Its probably done with an airbrush, but you could simulate the effect using stippling. It will just be more time consuming.

I agree with the airbrush. You could achieve something similar with dry brushing, Base them Black and use grey on one side, and a reddish orange on the other. Go light with it, if its too bright could use a wash to tone it down.

By hand for a sooty look two methods: stipple with a flat end brush, or use sponge.

But the example shown is almost certainly airbrushed (quite thick, low pressure to get the speckle).
