The Marine Standing Behind Marneus Calgar

Probably.
Terminator armor can be worn by any marine who has earned the right. This is mostly the vets in the first company. I would assume that most of the HQ units, and especially the chaplains, would have earned the right. There is a chance that a chaplain is not a veteran/earned his crux terminus, but I find that very unlikely. 40k is a universe made up of exceptions though. I could see a especially devout battle-brother, who in the crucible of battle picked up the crozious of a fallen chaplain and turned the tide being elevated to the chaplaincy after the battle.
The next issue would be availability. TDA is a rare thing, and there are not nearly enough suits to go around. this is one reason it’s only used by the 1st company vets. Now HQs probably have a little more pull to get the gear they want, but there still might not be a spare suit for them.
The last issue I can think of would be tactical. Is it a good idea to have one guy in TDA in an otherwise PA force? Do the advantages outweigh the disads? Even if a specific reason was found, would they have known about it while the strike cruiser was being loaded for the mission? It’s not like TDA suits are just chilling in the armory waiting. (That said, it’s real easy to fluff handwave the last bit here)
Of course, different chapters might deal with it in different ways, so YMMV.
Battle Company Chaplains probably have the right, might have the pull, but will the chapter consider them a valid place to allocate one of the precious suits? I’m guessing not. But they could.

Well, a while ago I asked if Command squad members could wear termy suits, the consensus was they cannot. And not because command squad members haven't earned the right but more likely because their aren't enough suits to go around, which I reluctantly agree with. I always thought they could, as well as the captain, because command sqauds always fight where the fighting is thickest, and a terminator armoured captain and his command squad could easily tilt the tide with such suits. But then again, there's the problem that these suits are so absurdly rare.

While captains and their command squads are often in the thick of battle, where they need to be can often change. Terminators are like drop pods. They get you to a key place, where you can apply overwhelming force, then you walk. Power armor is more flexible. Once you mop up one section of the battle, you can hop into a rhino and redeploy rapidly somewhere else. So there are some tactical/strategic reasons to keep in power armor. Not just the scarcity.

They definitely can, both the fluff and the tabletop support the idea of Terminator Chaplains. Also, Terminator Armour rarity is entirely dependent on the chapter. Some seem to have quite a surplus.
