I'm currently planning an army for a DIY Chapter I made, where the Space Marines act in conjunction with mortals for their fighting (a la Ultramar Auxilia). The idea is that there are Storm Trooper equivalent troops that drop directly into combat alongside SM, and the SM are essentially utilized as linebreakers and shock troops. Essentially, the firepower would be coming from tanks and mortal troops while the Space Marines would be close combat specialists. Which Chapter Codex best fulfills this role? I was thinking either Blood Angels or Space Wolves, but the BA Codex seems to get a lot of flak for being trash, so maybe I should just use the rules for SW?

Depends on your play style really, do you mind that space marine furries rides on wolves or are you willing to just proxy them as bikes?
Do you want jump pack marines or just durable melee fighters? WS SM are great with their hit&run and boosts for their hammer of wrath, otherwise you might wanna stick with iron hands and get more durable melee marines. Space wolfs TWC with Wulfen are really good though if you want a pure sledgehammer that dishes out lots of death and is har to kill while being fast, of course this is if you don't mind their aesthetics though.

Using the shadow strike kill team seems to be what you want. Vanguard vets assaulting out if deep strike. Raven guard tactics work well for them as so carcharodon chapter tactics. Black Templars are not awful at it either.

Minotaurs are great. Asterion is super durable and has a great Warlord trait, everyone has a mildly better charge, their morale shenanigans mean that you're more likely to ignore those things, and their Chaplain character is pretty great too.
