I was reading old threads about having the chaos marines Book for Thousand sons,is that still the case or will this new book coming in a couple of days be all I need to start playing?

You'll need Codex: Chaos Space Marines, the Thousand Sons book, and a copy of the Warhammer 40,000 rules.

Also, the following is not NEEDED but it will greatly improve your game if you have the money to obtain them. Ill list them in order of importance imho.

1) Traitors hate. WIll give you rules for Renegade Knight allies and several formations that will give you some unique and crucial tools. Some have said this book was a minor bump but I disagree in full..You also get access to four very good psychic devotions.
2) Imperial Armor 13. This is almost tied with Traitors hate. It gives you access to the pretty toys the loyalist lapdogs get and gives you some hardcore LoW choices. Also comes with special rules for buffing your army and a new faction to ally with in the form of chaos renegades (slightly weaker Imperial Guard offshoot). You can only get this from Forge World and you will need to wait 2 weeks for delivery if you are a yank.
3) Chaos Demons. Right behind the above two. It will allow you to add battle brother allies in the form of demons. Which is currently a top tier faction due to summoning antics. But you can get some nice stuff besides summoning tools such as a Lord of Change with the Impossible Robes. Most high end lists include demons as allies.
4) Black Legion supplement. Not much in here besides some very good relics and one top tier formation. Its good for fluff and if you want to bring a cabal. But besides the relic list and the Cabal you wont get much mileage. It is however worth noting that The Black Legion has absorbed some of the Tsons into its ranks and has a large contingent of Tz worshipers.

Books to not get include.
1) Crimson Slaughter supplement. Nothing for you in here as I think it will be far easier to get access to divination in the new book and with demon allies. The relics are also nothing to write home about.
2) CSM codex. Its bad. (Just kidding. You do need this. It is however one of the worst codexs to use on its own, if not the worst)

I hope this helped some.

TBH, Codex: Chaos Space Marines, the Thousand Sons book, and the rules is really all you need. I really question how the other books could add much to this force, but see how it could change the army.

Traitor's Hate is fun but you don't need it for a Thousand Sons list. It does not add a new dimension to a psychic force, it just makes some of the core CSM units better. They still cost a lot tho, and take away from the pure psychic theme. Thinking the stand out would be Warp Talons that assault from Deep Strike.

IA:13 is useful if you are going to take tanks. A TSons Sicaran would be something fun to see on a battlefield and, at 130 points, it's a steal relative to the cost of a single Rubric marine unit. A Fire Raptor would give opponents something to shoot at in the air besides Magnus, but it's expensive.

Chaos Daemons is useful if you want to add Daemon allies. But Fateweaver would be very hard to fit into a TSons list. Maybe Fleshhounds could fill some role that the Tsangor can't.

I personally love the Black Legion supplement but don't see how it applies to a TSons list. Maybe an allied contingent that includes MoT Chosen with Plasma? Not sure what else you would get from that book.

Crimson Slaughter would be useful if you are thinking about running possessed. That doesn't seem fluffy.

Despite the risk of repeating myself ill give my 2 cents on your post. I think Traitors hate is good for any chaos legion as it opens up four very useful psy devotions. Heretek is my personal favorite and can really buff a mechanized Tson force while putting a absolute @34 beating on enemy armor. You also get rules for renegade knights which can fit in any force. The raptor talon goes without saying.

IA 13 has more than just tanks and flyers. I am a fan of the demon engines and one of my very favorite heavy choices is a rapier battery. The only problem with IA 13 is that the stuff needs to be in a CAD so you cant use it with the new Tson formations. But there is some really nasty stuff in IA13.

I am going to change my mind about needing the demon codex. It looks like all the TZ demons are showing up in the new supplement and things like the robes are in warzone fenris. So yea, Id put that as a no buy until we know more.

About the only use the Black Legion supplement is going to be is for the rules for the Cabal. The Cabal was, is and will continue to be our most solid formation and useful in any number of lists. There are also great relics you can take for that formation.

All in all he is going to be safe just using Codex Chaos Tax and the new supplement. Id most advise Traitors Hate and the rest is very optional. But everything I type is of course my humble opinion and should be taken as such. Its also good to get different views, which you have provided .

.

I believe WoM gives you access to those same 4 disciplines though, so only take Traitors Hate if you need the Renegade Knights or Raptor Talon.
