This came up when playing a friends nid list, but why do those XXL spore mines (forgot the name) have multiple wounds when they are only toughness 1? Doesn't this mean 99% of weapons will insta-gib them?

There are t1 2w models now.
It helps vs haywire, sniper, poison and wounds w/o str value like psy shreiks or dt tests.

For Brimstone Horrors in particular (T1, 2W), I think it is actually quite clever on GWs part. Pinks are 1w, T3 and split into 2 Blues that are each T2, 1W. The wanted Blues to split further and it would have been even more ridiculous if they split into 2 further models that were each T1, 1W.
So when Blues split, they do make 2 Brimstone horrors, but both are on the same base. So you get to keep the "fluff" without making even more models.

Dark Eldar are really the only army that will have a hard time against Horrors as their main anti-infantry weapons are Str1, poison 4+. So not only is the diminishing T irrelevant to them, but Brimstones essentially have twice the wounds against them (as they don't get insta-killed like they do by ever other army). This will make CC even more important for Dark Eldar vs Daemons
