Quite Simply Put, the New Alpha Legion Rules forbid Special Characters in an AL Detachment

If someone Fielded an Alpha Legion Detachment with Arkos the Faithless, Would you allow it? (From both Fluff and Crunch Perspectives)

RAW no, he isn't allowed.

But I would probably house rule it that you can take AL special characters like Arkos.

I would absolutely allow it, but we'd need a FW faq to make it official, which may not ever happen.

Same for the other FW characters.
