I've started a EC army and I'm unsure where to go from here.
I plan to run
Hq 165
Luscious the Eternal
Elite 160
EC sonic dread standard loadout
Troops 336
This is where I'm unsure as I can end up dumping a lot of points in noise marines.
Noise Marines x10, two blast masters. Icon of excess, and votlw, rhino
Heldrake maybe?
Vindicator because I like the model
And the hellcult formation 210
This has me at 1173 points. I know I'm missing a troop choice. Could split the noise Marines or throw in something else. I'm new to CSM, but I like the look and fluff of EC, the little that I know. (If you know a good website or book to read up on them please say so) Any input would be helpful. I also like the look of spawn and possessed. Seems like a daemon Prince is also something that a lot of people field.

For me Noise Marines can be run two different ways:
Big squad with Sonic Blasters and 2 Blast Masters with an Icon of Excess in a Rhino (Or better yet, accompanied by a lord on a Steed of Slaanesh if that's your thing).
Or MSU with extra CCW and a Doom Siren (Maybe a Power Sword too) in a Rhino. It keeps them cheap and takes advantage of +1I
I normaly end up using the Sonic Blaster set up more because I can park them on an objective and gun down my foes with great efficiency (Plus I normally put a Havoc Launcher on the Rhino so that helps too).
As for the rest of a list, I find you need some dedicated anti-tank and dedicated anti-horde. Vinidicators are anti-everything so I love them - if you're going to take one, take two. Heldrake is a good support unit that can threaten a good deal of the table, and with fewer people taking anti-air options now it's a solid unit. I, like many CSM players, like Obliterators for ranged fire support, and with your Vindicator taking heat from your opponent (and it seriously will) they can sit in the back field and spew death from cover.
Also if you are going Emperor's Children have you considered a twenty man CSM unit with Fabius Bile for his Enhanced Warriors rule? It's expensive but it sure is fun.

Here's an updated list still with some uncertainty.
Luscious
Emp Dread
Noise marines x10, 2 blast masters, icon of excess, votlw, NO rhino.
Noise marines x5 with 4 sonic, 4 CCW, icon of excess, votlw. Rhino with havoc launcher
Heldrake
2 vindicators. Are they really worth it? I have a guard army and usually run pask with some other tanks and even with 14 av they pop like 4th of July fireworks sometimes.
Obliterators with mark of slaanesh, votlw
Hellcult.
That's 1492 points.
I really like the vindi models but trying to get them into 24 inches sounds like a difficulty.
Also, I don't know if you're a fluff type person, I wish I knew more, but I'd also like to keep the list a bit fluffy too. My cousin is doing a straight nurgle army and I'd like to kind of do the same with EC

About Fabius Bike, isn't there a way in the new traitor legion supplement to give Noise Marines +1s?

I don't know much about the Traitor Legions supplement but Fabius gives a CSM unit enhanced (which is +1S and Fearless).
And if you're going for fluff then let's take a look at the Emperor's Children historically: The third company of the legion became the Kakophani and later the Noise Marines, so bring plenty of them. Among the Heavy Support squads there was an elite group called the 'Sunkillers' who only used Lascannons and apparently never missed, so you could either run Havocs with Lascannons or use Obliterators firing Lascannons every other turn (and then something else useful between Lascannon shots) depending on how much you want them corrupted. The Palatine Blades were one of the major lodges to fall during the heresy, so you could probably represent them with Chosen, kitted out with Power Swords (Stick them in a Land Raider to have an epic bodyguard for Lucius, even if a very expensive one they kill MEQ like nobody's business), or if you wanted something cheaper and more flexible you could represent them with Raptors. Phoenix Terminators were also a cool, fluffy unit in the Heresy so you'll probably represent them as Chaos Terminators, but seeing as Chaos Terminators aren't that great I'd give them a pass. Also bring a handful of cultists if you need numbers on objectives while your Noise Marines are busy killing things. I'd also probably look into getting a Sorcerer, the Librarius in the IIIrd Legion was never big, but a Slaanesh Sorcerer is a solid addition to any EC army (again, you could put him on a Steed to give a unit of Noise Marines Outflank). It's something along the lines of what I like to run. No idea if this (admittedly long and incoherent) ramble helps at all.
And I generally take two Vindicators because they draw so much fire if you take two at least one will make it into range.

Thanks for writing all that out. I appreciate it. I'm pretty sure I have a good idea of what I want to field now. you seem to have a lot of the lore down, so I have one final question, what books did you read to learn about the emperor's children, and in what order? I'd like to read up about them.
I like the idea of the different groups within the EC too. So I may look who you've talked about up and see if there's any way to distinguish them by their paint theme.
I really like the raptor models too. So many choices. The hardest part is chaos models are genera awesome looking too. Automatically Appended Next Post: Also, for a steed of slaanesh, did you just kit bash and proxy it is there an actual model I'm not seeing?

I'm not really sure where exactly I've picked all of this up, but there's a few Horus Heresy books; Betrayal, Fugrim, Eisenstein & Angel Exterminatus (In that rough order I think?). A good bit of it has also come from Chaos Codexes and the little snippets of lore in the Horus Heresy books from Forge World.
I'd recommend checking out their page on Lexicanum, it's got good information from the books I've read and more.
