Has anybody else noticed that in the artifacts section of every legion in the new book it says that any model that can take items from the chaos artifacts list may instead take items from the legion artifact list instead. It specificaly says items not an item . Does this count as permission to take more than 1 artifact to me it sounds like it does

The artefact header explicitly says one per model. so..
and it doesn't say models, it says units.

No you need to take the context into account here.

The way its written its referring to the list as a whole.

It would be like saying

"Jill may instead take toys from the red box"

The sentence gives Jill permission to take toys from the red box instead of say a blue box, but the rules for taking toys still applies to Jill, she may only take one.

The rule as written simply is saying you can take any one of these items.

As others have said. With your reading models would have to already be able to take multiple chaos artifacts before they are allowed to take legion artifacts; which means they couldn't be taken at all!

Also the general FAQ, which is now official, states models may only have one relic/artifact.
