The way its written its referring to the list as a whole.
It would be like saying
"Jill may instead take toys from the red box"
The sentence gives Jill permission to take toys from the red box instead of say a blue box, but the rules for taking toys still applies to Jill, she may only take one.
The rule as written simply is saying you can take any one of these items.
