The formations in the Wrath of Magnus book under-whelm me a bit, so I was looking at other options, even using a standard formation. Then it occurred to me, the Exalted Sorcerersdo not have an option to field Rubric Marines. Ahriman retained his ability, and standard Sorcerers still have it, but the Exalted Sorcerers seem to lack that ability. Have I overlooked anything or did GW?

No. It seems intentional.

Hold out bait to entice the enemy. Feign disorder, and then crush him.

Rubrics are Elites and can fill that spot. If you mean be taken as troops then as long as you meet the requirements for a Thousand Sons detachment then you automagically get Rubrics as a Troop choice regardless. You could even field a non-psyker as your HQ as long as he's got MoT and not a named character.
