After browsing through wrath of magnus, I noticed that the scarab occult do not have slow an purposeful. I was wanting to run them with the soul reaper cannon and hellfire missles but without slow and purposeful if they move I can only fire snap shots, am I missing something to where they would be able to fire heavy weapons while moving or am I better off leaving the toys at home?

They have Terminator Armour so they have Relentless which is better in almost every way to Slow and Purposeful. For instance they can overwatch.

Yeah, they dont have SnP because the Tartaros Pattern Terminator Armour Counteracts the TS being Suits filled with Dust (From a Fluff Standpoint)
So they have Relentless instead

Very cool, I wasn't sure if that was the case since it doesn't have terminator armor in the armory section of WoM. Where can I find the rulings for terminator armor?

That's a bit odd.

They can be found in Chaos Space Marines codex, Space Marines codex, Blood Angels codex, Dark Angels codex, Grey Knights codex, Space Wolves codex, and I believe Inquisitors and Imperial Agents all carry the rules.
