So right now I have sitting here a huge amount of Thousand Sons and Tzeentch demons...I am going to start running them soon (together). I only played one game with them and had 15 warp charges (seemed to be enough). I had 2 units of horros, Ahriman, Lord of Change, and a few sorcerers. But now I want to toss in some heralds. I like the idea of bringing the Anarchic formation, granting me at least 3 extra warp charges. I could throw 2 of them in horrors units and maybe one on a disk. It is a large point sink though. So I might take that over the Lord of Change.
Both have their own lore (with the Tzeentch sorcerers having access to much more).
What do you feel are the benefits in running each one? And why would you choose one over the other?
And how many would you give access to discs and why?
Currently I am in misery because many of these models are hard to find...The heralds on disc and foot, etc. Seems like I'm going to have to buy a ton of burning chariot kits. :(

Heralds have a better faction discipline and (other than primaris from chaos focus) the option not to take powers from it. They are also significantly cheaper and so better WC batteries. And can summon with less peril risk.
Thousand Sons sorcerers have a wider range of disciplines available to them, better base saves, and can take spell familiars. Neither can join units with the other but Thousand Sons can join with other allies.
Discs for either aren't necessary if you plan to exclusively hide them in other units, but in almost any situation are good to have if you can afford the points.

Alas - do not be in misery!
Although there are going to be people that disagree with my methods - personally - I'm buying 3 Exalted Sorcerers from GW (the 60$ box) and 3 Tzeentch Screamers box (25$?).
My plan is to scratch build/buy from ebay 2 discs of tzeentch (1 comes with the Exalted Sorceerer box). I'm going to be magnetizing 3 discs and 3 screamers - as well as the 3 exalted sorcerers.
Tonight I'll be building the 3 Exalted Sorcerers with the most daemon looking heads - the bird heads. This way I can use 3 exalted sorcerers as either sorcerers OR heralds.
The games I use them as Sorcerers I'll put them on discs and the games I use them as Heralds I'll put them on screamers (as count-as discs).
Some might disagree but with GW's disc options out there, I feel like this a great compromise to a poor situation.

Heralds have the ability to offer cheap warp charges. A barebones anarchic MSU unit costs 135 pts and provides 6 warp charges! That's seriously a lot. I would not give discs to heralds unless I went for a complete daemon army list. On the other hand, chaos sorcerers (and exalted sorcerers) have a lot going for them. They have access to multiple lores, they can take spell familiars, they are more sturdy than the heralds and they can be in interesting WoM formations that lets them harness charges on a 3+. However, they are costly and -if marked- they have to pick at least one of their spells from what is admittedly a mediocre discipline. I would only bother to give discs to the exalted sorcerers, because of their access to even more disciplines, they are fearless and they have a very strong statline (+1 BS, attack, wound and ini vs a normal sorcerer).

You know what I figured? The pink horrors from the silver tower might make decent heralds (on foot). They look a little bigger than a regular herald and you could add some bits to them (a spellbook, a staff) etc.
There's also lots of old discs of Tzeentch that pop up on ebay (the old metal ones).

I'm using the silver tower horror as a Herald. Augmented with some old metal horror bits (he's making a rude gesture)
I have some of the old discs , but they are tiny and look a bit naff next to new ones. It's fairly easy to scratch build your own tho.

Heralds can use Maelific and summoning without exploding from perils. They're also cheaper, as a (unnessecarily) maxed out herald on disc with creation locus is 185 points. The main downside is rewards are random, so sometimes you'll get a dirability boost but sometimes you get something useless.
Sorcerers are more durable (3+ save, 3++with sigil) and can take familiars, and have access to sinistrum/ectomancy discipline. They're much more expensive, when unnessecarily maxed out can be 240-260 points.
