Whether just using the rules to represent "better Khorne" or developing your own fallen chapter of Wolves called the "Khorne Dogs", it seems to me that Wulfen + TWC make the perfect Khorne army.
As a bonus, you don't have to use the ridiculous Wulfen or TWC models. Chaos Possesed & Blood/Skull Crushers would do the job spectacularly. You could even use Fenrisian wolves as "Fleshpuppies of Khorne". Using Chaos warhound models, of course.

With how obvious this "counts as" army is, has anyone done this or seen it done?

I'm not fantastically au fait with Space Wolves units, but do they have something that's better at Berserkers than Berserkers are? Or can you ally in something that does that?

The concept is brilliant. Make sure weaponry is WYSIWYG or easily discernible on a "counts as" basis.

For example, for assault cannons, put a demon head on the end like a Kai Gun, but where through the open mouth you can see the barrels, if someone has an issue.

Khorne juggernauts for wolves-brilliant. One could even merge the two for a unique vision.

As long as you don't call the wolfy wolf wolfcannons bloody blood bloodcannons, then I'm good with it (it's okay to call frost weapons blood weapons though).

Normally I would not approve or would play against a codex swap unless I was VERY familiar with the army I was fighting. To much to mix up and keep track of. But because Zerkers are such a failure in design ( Phil Kelly you should be ashamed) I would not say a word.

However the new World Eaters from traitor legions does a good job with world eaters flavor wise, you may want to check into that.

I heartily approve of this! I've found it to work well since 5th edition, and I still think it does. Even better now, with the added Wulfen.

Reality is a nice place to visit, but I'd hate to live there.

Indeed, Space Wolves make a far better Khorne Army than any Chaos Codex.

Especially the Champions of Fenris book, that gives all your guys WS 5. If this book is even still legal, not sure...

Right, so that's Space Wolves as World Eaters, and Vanilla SM + IG artillery as Iron Warriors.

Any other Traitor Legions that are better represented with loyalist stuff than their actual codices?

I have a friend that is doing that, giving khorne look to all his wolfs army.

Actually the wolfs rules suits better the lore of khorne marines than the chaos codex (that is SAD)

I am interested. How does it suit the lore to use space wolves? I get that it more powerful and better represents what Khorn forces SHOULD be like rules wise on the table top. But I do not see how it is better on the lore front. In that regard it actually hinders your army not helps.

I've strongly considered doing a Dornian Heresy Space Wolves army. (Alternate 40k continuity where the Space Wolves fell to Khorne rather than the World Eaters.)

I like the idea and wouldn't begrudge someone doing this. It's not swapping to get to use an even stronger list, more like getting a functional codex AND getting you juggernaughts back. In fact now I may use the idea myself for a HoR "Wolf Khorne" kill team.

For those interested in riding around with style: The Skullcrusher riders are a bit wimpy and flat chested in the upper body. Not a good fit for CSM with their barrel like torso power armour.

However:

A) Blood Warriors with Tartaros (lower) legs, backpacks and shoulder pads (I used Termi ones, so some of the chainmail of the original BW pad can be left to stick out) seem like a nice way to get true scale Berzerkers. I only made one so far, but it was fun and easy. Not sure if you'd need Termi arms or Marine ones, I used a BW one and a power fist arm so far, which looks good, but leaves one upper arm unarmoured, gladiator WE style.

B) Blood Warrior upper body on the riders leg -> very impressive, bulky dude. Just saw off the abdomen stump on the BW legs bit and you can mount your new rider onto the stock legs.

So C) Blood Warrior Skullcrushers with backpacks and shoulder pads should make really nice Berzerkers on Juggers - just missing PA legs, unless you really want to invest a ton of work. The rider stock legs are pretty long, beefy and ornate, though, and a good fit for baroque, corrupted PA.

You get both kits in a SC Bloodbound box, too, which is not that much more than half a juggie box if you can sell/trade the char and the rest of the BWs (if you don't want them to convert some foot sloggers).

Looking for a Skaven Doomwheel banner to repair my Nurgle knights.
