Pretty standard and what we thought it was going to be, good cost, good weapons, but look at this rule:
"Occular Augmetics
The Knight has the Night Vision special rule and may re-roll results of a 1 on the Vehicle Damage table
and Destroyer Weapon Attack table, which are inflicted by their shooting attacks at a range of 12" or
less."
Does this actually mean what I think it does? Does it make ALL its shooting attacks str D when within 12"? ALL of its attacks?? Str D Autocannons anyone?

No, absolutely not. It just means that if it can reroll the result of the Vehicle Damage or Destroyer Weapon (of which it has no Destroyer Weapons) attack tables when it's target is closer then 12".
Nothing about the rule would in any way grant Strength D to all shooting attacks.

You might be right. In your case it would be the 1s that are "inflicted" on the Destroyer table that can be rerolled. But this rule is on no other Knight, and this Knight can't get any str D, so why put it there? It's the word "inflicted" that's throwing me off. It really does seem like it implies that its attacks "inflict" D when firing within 12".

Because it's future-proofed for the upgrade it might get (a D gun or a formation that grants D maybe). Or the rule was intended for another Knight (with D), or the writer just didn't check if this one can have any.

Here's your mistake. It's an upgrade option for every unit in the 30k knight army list, and at least one of them has a (very close range) D-weapon that can benefit from the rule. Since this knight is part of the same army list it gets the standard upgrade even though one part of it is redundant.
