While it's true that wounds created from a shooting weapon cannot be allocated to models that are out of the weapon's range, template weapon do not have a finite range. The physical plastic template has a finite range, but the rule never says anything about using its size for anything; it's just used to count the number of hits.
Your problem only arises when a given unit fires multiple template weapons at the same time. The "multiple templates" section of the template special rule specifies that you first record the total number of hits from all the templates before rolling to wound, which is what your friend did I presume.
Yeah he shoot at same time. Torrent. He find which have most number of model that touch template ( 11 ) then it's 11x4 = 44 hit.
