Can this book be used in its entirety to create a CAD from the entries listed? Or is this book suppose treated as a supplement of formations

Also what happens if you play a unbound list with corteaz? Is it a detachment?

You can create a CAD with Sisters of Battle. The other listed units all have different Factions, though, meaning that you can't take them in a single CAD together, or at all. (Most don't have troops choice options.)

Unbound is not a detachment, and Coteaz' bonuses would not apply.

I don't have the Imperial Agents codex, but assuming Coteaz grants bonuses to his Detachment, in the case of an Unbound list this would only work if Coteaz were part of the Primary Detachment. And the Primary Detachment of course only includes models with the same Faction as the Warlord. Or alternatively if Coteaz were in a Formation then other models in that Formation would benefit.
