I have volunteered myself to GM a game of pathfinder. One of my players rolled up a barbarian and wants to use two weapons. He took the two weapon fighting feat and we were trying to figure out if the penalty can ever be less/better than -2/-2. He has picked a battle axe and kukri for his starting weapons. The axe is regular one handed and the kukri is light. Thanks in advance

.. not a lot of them in Pathfinder right

The poor man really has a stake in the country. The rich man hasn't; he can go away to New Guinea in a yacht. The poor have sometimes objected to being governed badly; the rich have always objected to being governed at all
We love our superheroes because they refuse to give up on us. We can analyze them out of existence, kill them, ban them, mock them, and still they return, patiently reminding us of who we are and what we wish we could be.

Reds8n got it right, the minimum malus you can have will always be -2/-2, can't be better than that in any way naturally. And you have to wield a light weapon in the off-hand while having the feat to accomplish that. Usually it's not much of a problem when getting some levels, you'll quickly be at positive with the base bonus of the class
