Haemonculus-Scissorhand, Webway portal

So this is an extremely close combat oriented army with psychic powers. The dark artisan Haemonculus is my warlord being really tough unit to kill and hopefully draws so fire from the rest of my more paper thin army, T7 sv 3+ FNP 4+ reroll 1's. The grotesques in the raider with the aether sails get a shadowseer who takes veil of tears and psychic shriek. They can flat out into the enemy's flank. The other raider with the grotesques get the Haemonculus with webway portal and 2 shadowseers. They drop in and give everything in 12" -3 ld (possibly -4 if warlord unite is nearby) This makes for extremely powerful psychic shrieks. The grotesques and shadowseer get out of the raider while the Haemonculus and shadowseer with masque go around shrieking as long as they can. The harlequin troupes are all purpose bad-asses, if they can get into combat that is.

Being low on shooting means I am at a disadvantage against real standoffish castled-up armies. I don't have any really good objective capturing unit like jetbikes that can shoot to an objective to pick up points. I also lack anti-tank, other than caresses in close combat and have no way of hurting flying vehicles. (luckily vehicles are on the decline) My army is really good at handling elite forces by will struggle against hordes of enemies.

So it looks like you've got a few odd choices here.
First off, I assume you wanted the mask of secrets and not the laughing god's eye. Mask is the fearless and -2 leadership bubble from the shadowseer.

Your troupes are fine. I personally mix in a few embraces into mine for a bit of anti-horde with caresses, plus one dedicated caress unit. All of them have starweavers, which I prefer for mobility and protection.

Prismatic cannon is hit or miss. I'd drop it for now and play with points. If you really have 5 extra points, go for it. Void weavers are honestly terrible and I wish we didn't have to take them.

Dark Artisan. Talos wants ichor injector instead of chainflails. Fleshbane with instant death is too good to pass up on. You can threaten GMCs in a pinch. This haemy wants nightmare doll instead of syndriqs, since you already have poisoned. Fleet is irrelevant, only rampage might be useful, but it's better served on the grotesquerie haemy.
Likewise, the dark artisan wants a webway. No reason to ever leave it off. Gets around the mobility issue they have from the get go.

Grotesqueire is good. You can afford to drop the aethersails and portal if you wanted. I tend to deepstrike both units, but starting on board is viable as well. If you can find the points, an aberration with scissorhands is a nice addition to each unit.

With that in mind, you've got a strong, close combat core. However, you are not allowed to start battle brothers in transports. Unless you are moving your seers into raiders turn 1, there is no way to deepstrike in the raider with the shadowseers, thanks to the GW FAQ.
I also worry you are low on psychic dice. 6 + d6 doesn't cut it for all the powers you are really wanting. If you got the two seers into the haemonculus' grot squad, only one could cast shriek. You'll want to fish for mirror of the minds and laugh of sorrows as well, what with all the debuffs you have going on, both of which are costly to reliably cast.
If anything, ditching the dark artisan for some farseers could be viable, but it's a rework of the whole list at that point.

Other than that, good luck!
