Hello there! Seems like a good idea, but I have some suggestions!
First of all, your thread title reads "standard cad" when your list is a decurion, it's kind of misleading!

Second, your overlord cannot have two artifacts (as in both the Void Reaper and the Veil of Darkness). So I'd downgrade to a Warscythe. Besides that, the single NightScythe with the Immortals doesn't make too much sense, I think. The Immortals in the Decurion are not Objective Secured and they don't really have any killiness/answer to some problem. They probably don't need that expensive ride.

I'm not sure exactly how you plan to run with the Lychguard, I usually prefer to run them with Shields and Swords, makes them a lot more survivable, which is usefull due to the teleporting goodness. However, I guess that's more of a personal preference.

The mindshackle scarabs that you field on both your Overlords are hardly any usefull at this point, they are not what they used to be and I find them really underwhelming.The phylactery is not a bad upgrade, but doesn't make too much sense on a model without an invulnerable save. He's too vulnerable to actually benefit from IWND. Which brings me to my next point, buy your overlords the 25point 4+ invulnerable save. (phase shifter)They really need it.

Your Royal Court is also a little confusing. You're bringing a Necron Lord with a Hyperphase sword and a flamer. I suggest you either remove the Lord and replace him with Vargard Obyron or probably remove the flamer and get a Warscythe. Your overlord should, again, have a Phase Shifter. Give one of them the Void Reaper and the other one the Veil of Darkness.

Generally, your Deathstar is a huge sink of points,with models way too vulnerable to be too usefull. None of them has an invulnerable save exept Orikan and they all pack 3+ or worse. Even with the RP, they will die to a single round of fire, or even anything blastlike with an ap3 or better.

I also am not sure how you are going to utilise your two Flayed One packs. I'd probably remove one pack at least to beef up the Wraith squad. Wraiths are really usefull in all sorts of situations.

All in all, I like your idea, but I suggest to trim some points here and there ( maybe remove the Flayed ones as well) and use them formore invulnerable saves and wraiths. Good luck!
