So, the Maelstrom of Gore formation allows everyone to charge and additional 3". If you were to place the Chaos Lord in a unit that didn't come from the formation, say like some Bikes or Flesh Hounds or whatever, would the lord still be able to add +3" to his charge in the unit? Is this an ability that can be transferred to the unit? That would be huge especially mixed with the Talisman of Burning Blood!

The unit would get +3" except for the Lord, so if you were (for example) roll a charge range of 7", the Lord can charge 7", while everyone else would be able to charge 10".

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

You've got it the other way around. The Lord is from the Maelstrom, but the unit he is joining is not, so, would he able to add 3" to his charge in a unit that did not also have that ability?
