Hello DakkaDakka!
I took everyone’s suggestions and made some changes to my list. I also went out and bought myself a pair of razorbacks. I just have a few more questions I would be great to have some insight on.
Main question is: do you think that the Librarius Conclave is worth the 245 points?
If so which squads should I have them with as well what powers should I be focus on getting?
(I plan on running at least one in the rhino with my dev squad)
Right now, my Captain is running stock, do you think this is the right call?
If not what war gear should he be taking?
My two Razorbacks I am running with las/plas is that worth the 40 points?
My list currently has no dedicated close combat units, should I dump the bike squad and pick up an assault squad to run my Captain in?
I have about 17 points left to spend, I can’t figure out what to pick up that doesn’t put me over 1250.
And as always any suggestions are welcome!

You defiantly need more transports. Also, look into formations. Lots of free power to be had there, and you look to have all the parts needed for a battle demi-co.
The first list is not terrible. You have some big mobility problems, but MSU footslogging might work. I’m not a big fan of taking the fist off of dreads these days, 4A is pretty sweet.
Generally if you are going to CS a 10 man unit, you keep the heavy in the backfield camping an objective, while the sarge and the special move up. Although keeping them all together with the meat shield in front could work. Especially if you put plasma/grav in tac squads.

Do you think it would be more efficient to run the Battle Demi-co and drop the terminators?
Also question about combat squading: Can you combat squad the heavy weapon and the special weapon into the same group of five and have the 5 others just plain bolters?
(I'm thinking of putting a combi-melta, Meltagun and Multi-Melta all in a drop pod to shoot at tanks and such without wasting 5 men shooting bolters at something it cant hurt.

I’m not a big fan of DS/footslogging assault terminators, so would recommend dropping them in general.
You can CS however you want, as long as both halves contain 5 guys. I personally keep my MM/M c-melta squad together. The bolter guys can soak wounds for the meltas, keeping them alive longer. And sometimes there isn’t a tank around to shoot. But 5 naked bolter guys are not going to get a lot done on their own.

Okay so if I remove the terminators, I can do a Demi-co which will give me a second set of chapter tactics if I go ultramarine.
That opens up about 275(?) points for each list. What are your recommendations to fill that void. Lets say I have about $250 to play with.

Combat squatting is really nice move, although you can have only 1 heavy or 1 special per 5 men team. Also, what @Nevelon already summed up - consider transports. Should you drop your marines with drop pods or move them in rhinos it is up to you, but the way you lists is now you will have the mobility of a turtle, especially if you have to go trough difficult terrain.
On what chapter to play... I highly suggest not to make my mistake when I started the hobby. I just grabbed marines and painted them blue without even knowing what the Ultramarines can do. My suggest is to look up to Angels of Death supplement first and then start to build up your army. There are some kick ass formations and detachments there. Iron Hands currently have one of the best Detachments in my opinion.

I think I have two different answers above.
Also thanks for the tip DalinCriid, I am currently making a successor chapter so everything will be painted in my own unique colors  Just need to figure out who they will be their parent chapter.

He was talking about Multi Melta + Combi Melta where the Combi Melta is not considered special or heavy it is just one shot melta use from your boltgun on the sergeant and that's it.
I think the Codex Astartes is pretty clear about your inquiry:
If the squad numbers less than ten models, one Space Marine may take one item from
either the Special Weapons or Heavy Weapons list. - This means you can take either one melta or one lascanon, but can't have them both.
If the squad numbers ten models, one Space Marine may take one item from the
Special Weapons list, and one other Space Marine may take one item from the
Heavy Weapons list. - This means you can have both lascanon and plasma gun, or multi melta and a flamer and etc..
Something that is not written in the codex about 10 men squad is that you pick up 2 flamers for example, but I am not 100% sure about that.

Made some changes to my list. Moved from a CAD to a Demi-Battle Company, went out and bought some transports per everyone's suggestions.
Looking for some more weak spots in my list. Not looking to win tournaments, but as a new player having a fighting change to win some games at my FLGS

Librarians are generically good, and the conclave makes them better. One nice thing about them is that you can choose what list you are pulling from at the table. So you can adjust depending on who you are facing. There are pros and cons to all of them. I’d probably default to divination.
I don’t like to put a captain down on the table with anything less then a suit of artificer armor and a power weapon of some sort. If you are just going to take a naked HQ to fill the slot, take a chaplain.
Las/ Plas I think work a little better for BAs, who have fast ones. But it’s a decent choice for codex marines as well. The upgrades are probably worth the points. Honestly, I’d rather have 10 men in a rhino, but that’s just my style preference.
While I do enjoy a nice CC unit, bikes are quite good for their points. You should probably keep them.
I’m not a big fan of PCs. I’d swap it for either a GC or a HB.
Rather then the librarians, I might pick up an aux choice, to bump your list from just a demi-co to a gladius. While not a full company, you do get the extra doctrines. 10th company TF is a good low cost one. as is the suppression force. The dread, while fun, is also optional and could be chopped.
Places that you could spend more points:
Captain. Better armor, some choppy toys, bike
Any sarge who lacks a combi could pick one up.
More transports (another box, pod for the dread)
Librarians could use that last ML, at least one could get a bike.
