Can Terror from the deep Mawloc eat models sitting on high level terrains? For example like the Devastators on top of a 3 level tower. Or even the guys on the battlement of Imperial bunkers?
That's actually addressed specifically in the terror from the deep rule in the book.

Nope fraid not the terror only hits the ground floor and a bastion is an impasable model (if bought as part of your opponants army) and monsters cant get in a building anyway.
