Are those specific formations army specific? Example can I run a shadowstrike kill team and have my faction be Imperial Fists?

Formations are not army Chapter Specific, but Strkie Forcesc are.

Ah ok so I couldn't run Imperial fist rules of that shadowstrike kill team is clearly meant for ravenguard?

You can. You just cannot use the Decurion type detachment unless you are that specific Chapter.

If the formation or detachment does not state that it has to be of a specific Chapter (example: Scarblade Strike Force) you're allowed to use any Chapter with it.

You can take a Shadowstrike Kill Team with your Imperial Fists. You cannot take a Shadowstrike Kill Team as part of a Sternhammer Strike Force. You could always take it in addition to the required formations of the Sternhammer, but the Shadowstrike Kill Team will not gain any of the benefits of the Sternhammer.

So I can take that shadowstrike kill team use it's rules and retain my chapter tactics rules (bolter drill and siege masters)???

Yes. If you look at the Shadowstrike Kill Team Formation you will see it does not have a restriction requiring the models to have Chapter Tactics (Raven Guard).
