I'm planning on painting my Death Guard army in the same colour scheme as the Shoretroopers from the Rogue One movie. Do people recommend a basecoat of Ushabti Bone on white primer or Rakarth Flesh layered with Ushabti Bone on black primer?

I would say not dark enough.

Black prime (I am used to that).

Do like a heavy zenithal highlight of like a burnt umber (dark brown, "Mournfang Brown").
It will make a nice backing to give the lighter tone top layers some "depth" especially if you water it down to get a smooth finish.

Then I think you are "on the money" with that cream/tan colour they have which is "Ushabti Bone".

I would be very tempted to run plain old pencil lead along the edges for the paint chip/wear since it has a dark grey look.

Zandri dust is the colour that you are looking for. Ushabti bone is too light.

Yup I'd go for Zandri Dust too. It's got a good depth too it the Ushabti Bone lacks - While I'm sure you could find success giving Ushabti Bone a sepia wash to cut down it's pale colour and shade it, I think Zandri Dust could give you a lot to work with.
