With the latest supplements are crimson slaughter now officially useless with them not being able to take votlw?

Nah, they're still effective. Just not quite as effective as Traitor Legions.

I'd say the rules are useless for the most part, yeah.

What was the composition of the army though? Chances are you would do okay with specific legion rules.

And, the only restriction is no units with VOTLW, which is ok..

The artefacts are good, but the formations are just terrible. I won't be looking at them again.

Their relics and warlord table are still good... but I don't think good enough. The other legions have better formations, partly equal relics, free votlw, and better boni as fear is pretty useless most of the time.
Most of the Crimson slaughter were killed in Traitors Hate, I guess they won't be around any longer

There's so many damn books now. And honestly Traitor Legions renders Traitor's Hate and Black Legion obsolete.

I literally didn't even need to get Traitor's hate. I got the rules for the Renegade Knight, from the Renegade boxed set.
