Sorry if this one seems obvious: can an independent character join units from another formation in another detachment?

For instance: I am playing a Black Legion Speartip with a Cyclopia Cabal. One of the sorcerers in the Cabal is on a bike and has the Mark of Nurgle. I ally in a Death Guard CAD with a squad of bikes. Can the sorcerer join the squad of bikers?

I am pretty sure the answer is yes, but someone argued no with me last night. He was reading some rules from the BRB to justify his position but I can't seem to find them (it was on his iPad, which makes it tricky to grab a page number.)

As longs as the ic is battle brothers with the unit and there are no other rules preventing it, he should be able to join

Joining is fine but they can't share formation special rules and sometimes this restriction makes it impractical to join. Such as an IC joining a skyhammer formation. Since the IC can't benefit from the deepstrike rules.
