Let's say a unit has taken an unsaved wound from a Concussive weapon. Concussive says the affected unit is initiative 1 until the following assault phase. Then let's say the concussed unit has a model that takes an unsaved wound from the Phase Taser. The Phase Taser says that a model that takes an unsaved wound from the Phase Taser must immediately take an initiative test, with failure resulting in being removed as a casualty.

Does Concussive cause the Initiative test to applied using the Concussed initiative 1? Or does the Initiative test occur on the profile initiative value?

BRB suggested profile value in "following procedure:" block, but then discusses how "When rolling dice to take a characteristic test, a dive roll of 6 is always a failure, and a dice roll of 1 is always a success, regardless of any other modifiers." This suggests that modifiers can be applied to characteristic tests.

What do you guys think?

'Modifiers' tells us that modifiers modify a model's characteristics.

'Characteristics Profiles' tells us that profiles list the value of a model's characteristics.

It makes sense that a modifier would modify the characteristic value listed on a model's characteristics profile, so unless it says to use the model's unmodified characteristic you should include modifiers.

It makes a lot of thematic sense that Characteristic Tests would include modifiers to Characteristics. If your toughness is lowered by some kind of radiation, you do worse on the toughness test. If you are slowed, you do worse on the initiative test. But BRB says "profile" and also "modifiers". I wonder if ITC has a ruling on this.

If we were to refer only to the profile and ignore modifiers because it says profile then we would not be able to use Strength modifiers other than those from weapons when rolling To Wound in close combat because it says, "In most cases, when rolling To Wound in close combat, you use the Strength on the attacker’s profile regardless of what weapon he is using. However, there are some Melee weapons that give the attacker a Strength bonus, and this is explained later in the Weapons section/"

Basically it makes no sense to ignore modifiers unless told to do so; modifiers modify the characteristic shown on the characteristic profile.
