So there are several things at play here.
1) Chariots are vehicles and are thus measured to and from their Hull. Bases are not "required" as such, although they do allow for easier reference point & CC
2) GW just FAQ'd it so that you can basically use whatever base YOU feel is appropriate

So what if I feel that the base for the current Tzeentch chariot is too big as it has a lot of "used" space. What if I want to use a smaller Oval base that is just big enough for the floaty bits to be glued onto, allowing for the Screamers and Disc to "hang off" the edges.

Since, in theory, you would be measuring to the Screamers & Disc anyway, would this even be an issue?

its has an effect on how models move around the chariot as you still can't move over the base. Also enemy can charge skimmers by making base contact with its base not just its hull. So change the base size on does have an effect

But would it be an effect that would cause too much of any issue?

Personally, I think it would only be a problem if an enemy unit was that 1" short of a charge. In that case, you simply allow them to assault.

One of my main reasons for wanting to do this is aesthetics. I don't like it when a model doesn't "fill" its base, not do I like it when the model is too big for its base, which is why all my Eldar Jetbikes are on the small Ovals (60 x 35mm, I believe).
I have a spare 75x42mm that I think would look good and since the dimensions of the Disc and Screamers would not be changing, the smaller base "shouldn't" impact the game.

For friendly games i should think it would be fine, but for tournament games or comp games with friends people might have a problem. One could argue you are "reducing the size of the base for a competitive benefit."

Worst case scenario, I have no plans for the base it comes with. I could model it on the base I want to (as the FAQ clearly says I can do) but bring along the large oval base just in case I run into an opponent that is rather particular about it.

The main issue with this is that vehicles are not required to have bases, but if a vehicle has one, it may be used to reach B2B with in addition to the Hull. And the Daemon chariots have weird Hulls. I would assume that the Screamers & Disc would count in this situation and since they overlay even the large oval base it comes with, putting it on a smaller oval base only reduces the silhouette of the center sides.
But otherwise nothing changes.

Kinda like putting DE Venoms on 40mm bases instead of the 60mm clear base. The outline of the Hull doesn't change and is still the outermost part of the model. The only "space" lost is between the side army and "wing".

EDIT: Food for thought, here: The current Chariot kit used to come with a rectangular base that is MUCH smaller than the large oval. It would be perfectly legal to use this base, and sine it have 4 side, it would better represent the AV side (despite them all being 10 and irrelevant to distinguish)

So I just picked up the Chariot box, and it still comes with the 100x50mm rectangle base. I've compared it to the model, and it is interesting to note that the Disc & Screamers overlap the rectangle be a significant margin....on all possible sides.
So since the rectangle is legal*, yet you would never need it to measure to or reach B2B with (cuz you'd reach an outer edge of the model first) there really is no reason I have to put it on a base at all (other than it being the thing connecting the disc with the screamers, that is)

Small oval base, here I come!



*meaning no argument can be made against using it
