Not all fortifications have these listed as options and at the top of the armoury page in planetary onslaught says the options they may take are on their sheet.
But then you keep reading and the obstacles and batllements sections say that any fortification can take those options.

So what gives? I was looking for the cheapest way to field a comms array. That would be a twisted copse,which doesn't have any options listed on its datasheet.
Does it get to take a comms relay or not? It's marked as a fortification on its sheet and battlements say each fortifcation can purchase an upgrade.

Or is that referring to sub fortifications within groups like a defence network and it's just GW being needlessly redundant?

OBSTACLES
A fortification can purchase up to six sections of obstacles, in any combination, from the list below.

BATTLEMENTS & BATTLEFIELD
Each fortification can purchase a single Battlements & Battlefield upgrade from the list below.

If so, that's not saying that any fortification can purchase them, its saying what a fortification which has access to that list can purchase from that list (e.g., a fortification with access to battlements and battlefield can purchase a single upgrade from the list).

Seems like an odd choice of words to me. Would have made more sense to say that any fortification with access to that list may choose one of items on the list, rather than such a general statement. Suppose I'll have to use a more conventional way to get a comms relay then. Thanks.

It does say something to that effect at the top of the page:

The fortifications that can purchase upgrades, and the types of upgrades they can access, are stated on that fortification’s datasheet.

The datasheet tells us what upgrades they may access, and once they have that access it tells us what they may purchase from said list.

Only the forts that have the entry allowing them to buy such upgrade cand o it

Aquila Stronghold cannot take a Comms rely, for example.

Yeah the wording is a bit strange but I understand why they used it. It effectively mean, follow fortifcations options listed below its datasheet, however, any thing which counts as a fortification, see Stronghold Assault/new book thing, may also purchase anything from this list at this cost.

Example, I wish to purchase a Bastion, I can buy the Bastion, get a gun emplacement and purchase barbed wire to place around it.

Or, I can purchase the promethioum pipleline, and then also purchase more barbed wire to scatter around it.

They could have made it clearer, but meh, I am no rules lawyer/writer so meh.
