If i use my void shield generator can the opposing player using worldwrithe to move it out of my deployment zone and into his? does a fortification like this count as terrain?

That's... actually a pretty hilarious way to deal with a void shield generator.

It does indeed count as terrain.
I can't see anything in the building rules that would prevent your opponent from looting your VSG.

When determining if a building can be targeted by a shooting attack or psychic power[u], charged and fought in close combat, or affected by a special rule, treat the building as a vehicle unless specifically stated otherwise.

What is the exact wording on the Worldwrithe?

I don't have Worldwrithe, but I believe it uses the exact same wording as Shifting Worldscape. Can someone confirm that?

Shifting Worldscape is a psychic power that targets a single terrain feature within 24" of the Psyker and in their line of sight. The terrain feature must be one that can be physically picked up and placed in a different location on battlefield [sic].

When you're treating a building as a vehicle for the purposes of psychic power targeting, does that mean it's not also counted as a piece of terrain?
Or does it count as a piece of terrain that's also a vehicle?

It does say, "unless specifically stated otherwise." I'd say that Worldwrithe/Shifting Worldscape fit into that.

Thats the debatable part. It doesnt say it can move buildings, which would be Specific. Since buildings are treated as Vehicles for the purposes of psychic powers, it would require something like " targets a single terrain piece, including buildings".

Buildings are a terrain type, as listed in the Battlefield Terrain section of the rulebook.

Except when they are targeted by psychic powers when they are treated as vehicles.

So, the question is whether it's treated as terrain and ALSO a vehicle. Meaning it would be affected both by things that target terrain, and also by things that target vehicles.

Or whether at that moment it is no longer terrain, and is therefore immune to effects which work on buildings/terrain.

Personally I lean towards it being both.
Otherwise a weapon that's super effective(!) against buildings (there are a few floating around various armies) would never work. Because in the moment the weapon targets a building, it's no longer a building. Now it's a vehicle.
