Just play Kill Team and small games? The balance is different at 750pts than at 2k, but the core rules generally work for both.
Just for example, starting 24" apart garuntees that you cannot get a first-turn charge except through special rules or unusual conditions.
The real issue comes in unit balance. Spending extra points on a gun because it has 96" range is less efficient when your board is only going to be 50" from corner to corner. Deep Strike also becomess less valuable, and high movement speeds become better.
However, things like blasts and templates really work the same.
So, yeah. Just play normal games, don't go overboard on points. Every meta is going to be different anyways, so don't sweat it. Firstly, Template weapons generally hit a lot more than 3 enemies if the target unit is only 3" away, but getting lots of hits requires careful positioning. Second, the threat of templates forces horde players and anyone with large units to carefully place their models and spread out, potentially clogging up their lanes or robbing them of cover saves, or even forcing them to move through terrain. It's just a bad idea to completely throw out that mechanic in exchange for a random die roll.
