That being said, I think a Gladius is one of the most solid TAC list possibilities available.

The one problem with TAC lists is that they have trouble with spammy lists. No amount of generalist can deal the saturation in specific spots. That said, in an ideal world you should be able to put up a bit of a fight before being drowned in whatever it is they are spamming. Theoretically.

Here is my basic checklist:

You should have a plan to deal with flyers. (Skyfire, your own flyers, enough mobility to dodge)
Something to deal with heavy armor (Melta is king here)
Ways to pop transports/light armor (High volume mid-S fire)
Something for high-T, other MC/GMCs (poison, grav, more mid-S fire)
A way to thin hordes (templates/large blasts)
The ability to get scoring units to objectives and keep them there as long as needed to ensure victory. (ObSec, mechanized troops, bikes)

You need a way to deal with everything. That may not even mean killing it just handling it. Mostly killing it though.

You need to be able to handle:
100+orks
20+space marines equivalents
10+armour 10-11 vehicles
5+ armor 12-13 vehicles
3 riptides
2 storm surges
1 wraithknight
1 indestructible death star
a couple nearly indestructible daemons
lots and lots of 2+cover saves

All well playing to the objectives and scoring points.

Now there is a lot of overlap between sections, and the more overlap you can get the easier a time you will have making your list a take all comers list.

The eldar scatter laser bike is a great example. With its high rate of fire and high strength it demolishes armour 10-11 vehicles, and nearly every form of infantry. 3+ armor is nice but these guys still just shoot so much that they can break through it. Then they are so fast and objective secured so they are great to playing to the mission and earning points.

Grav is another tool that deals with basically everything. It ruins every vehicle(except super heavies), armoured infantry, and almost all monstrous creatures.

Compare them to a heavy bolter which is only really good at killing one kind of thing, and it is easy to see why they are not popular.

If it's a no holds barred event and people say bring anything then you need a Ta'unar. Only a few ITC tournaments a year do this though.
