Battlescribe raised this question while I was toying with it:
An Enginseer Congregation gives you only one choice for HQ.
However, Celestine and Greyfax both say they can be taken as an HQ choice for any Imperial faction/army.
Therefore, can you take Celestine or Greyfax in an Enginseer Congregation, allowing you to give her Canticles?
(Or, take one of them in the Inquisitor detachment in order to get an automatic Warlord Trait.)

EDIT:
I double checked, you specifically have to take an Enginseer for the EC to work. Inquisition detachments are still totally legal, though.

That is not entirely accurate:

It is important to note that any of these powerful characters can be included as an HQ choice in a Detachment belonging to their Faction as normal, but each of them can also be included as an HQ choice in any Combined Arms or Allied Detachment comprised of an Armies of the Imperium Faction...

The Enginseer Congregation Detachment is neither a Combined Arms Detachment or an Allied Detachment.

Celestine's rules say either any SoB hq choice(only 2.5 detachments anyway.) or CAD/Allied specifically, I imagine greyfax is similar with inq.

Well in Greyfax case, the Inquisitor detachment in the Inquisition codex is 1-2 HQ, 0-3 Elites. Greyfax can be added to any army on her own.

Outside their own faction, each of the HQs can only be added to a CAD or AD. People trying to use them in non-BRB detachments like Gladius or other strikeforces will be a common mistake caused by not properly reading the rules or by not reading the rules and relying on list builders.
