So I am making a Soviet themed imperial guard army, the 227th(yes named after order 227). SO I have three options 1 of which looks far more promising than the others. I could just do cadians. Relatively cheap, and plastic but not really soviet looking. There are the Valhannan which would be great, if they weren't medal and 5 bucks more expensive (not much until you realise thats 150$ more in the end) and their metal with all of those problems. Also lacking in heavy weapons teams. Finally the company Bolt Action sells soviet figures same base size plastic and a hell of lot cheaper. For example the Soviet Infantry plastic box set is $50. It has 40 troops, which for the same amount is 120 for cadians or 140 for Vahllans. Now it is with the small issue that 1. they aren't actual guardsman so their using bolt action rifles (of course in a game they would be lasrifles but they don't look like them) and 2. They aren't 40k models in the sense that is that allowed? They do have heavy weapons teams (like mortars and MGs).
So what do you guys think, is it accetable, or completly heretical?

I think it'd be perfectly acceptable to use those figures as 40k Guardsmen, so long as you kept consistent what everything is in 40k terms (this is an infantry squad this is a special weapons squad etc...)

I'd be fine with it but representing special weapons is going to be tricky.
The Bolt action "specials" are mostly machine guns and sub machine guns which aren't as visually distinctive as melta guns, plasma guns, flamers, grenade launchers, heavy bolters, autocannons, lascannons, etc.
So you probably have to limit yourself on what special weapons you choose so your opponent doesn't have to keep track of what's what, and somehow make them more visually distinctive.
You can't really use GW weapons because they're oversized for Bolt Action models.

I only plan to heavy mortars autocannons, and flamers, so thats checked. SO it is allowed cool, just reduced the price of my army signifcantly whiloe keep the look I want.

Small notes: gw weapons are oversized for their own figures too, so shouldn't be too bad, as long as you can get the bits. That said, while most people in FLGS and game groups will probably think its cool, Gw stores would not allow their use as they aren't gw models at base.

It's allowed in so much as most people won't care. If you're at a GW store or GW event or a tournament that requires "official" models then you won't be able to use them. Outside of that most people won't care (though I'm sure there's some grumpy people around who won't like historic models used in a sci fi game for whatever crazy reason). They are oversized on their own models, but the GW IG are much bulkier than Bolt Action's figures and the Bolt Action figures don't have the gigantic hands that IG miniatures have, so they look stupidly and awkwardly oversized when you try and attach GW weapons to Bolt Action models. You might be able to use Forge World's DKOK weapons on Bolt Action models though because DKOK are much more realistically scaled than GW's regular IG models and thus their weapons are typically smaller. I haven't tried it to see though.
