Hey guys!
I have recently gotten quite interested in Harlequins!
I was looking to ally them with my Dark Eldar, and build a kill team and slowly expand from there.
So I have a few questions regarding harlequins.
How do you equip your troupes? are a few of the pistols (neuro disruptor/inferno pistol) worth bringing at all?
How can I use the Death Jester? And how can I bring a solitaire? They are both awesome models but seem somewhat underwhelming? Opinions?

Harlequins are bad at kill team, they're models are too expensive and too fragile and rely on formation bonuses or psychic powers to win through. Dark Eldar are ok at kill team.
Troupes are run in 2 ways. Either in a Starweaver in units of 6 or however big you want foot-slogging it across the board with a little help from either a Shadowseer or the Deathjester from Death Masque. A generic squad of mine consists of 2 kisses, 1 Caress, 2 naked scrubs and a caress troupe master in a starweaver. Always have a few naked quins to run up front to absorb overwatch.
Deathjesters are hit or miss, some games they are amazing others they have no role. Use alongside Dark Eldar leadership shenigans (freakish spectical, armour of misery) to help you're odds.
Solitaire is fantastic, at least he has been for me. I've heard other stories off of other people. But for me he is the prime mover in my force, using heroes path in infiltrate somewhere sneaky then causing all sorts of havoc.
If you're looking to start Harlequins get yourself the Death Masque set, it has over £100 worth of just the Harle's and comes with a good out of the box formation. Split the deathwatch with someone else or sell on ebay.
A good starting point for Harlequins is the Death Masque formation + the Heroes Path formation. 1000pts exactly when you factor in some gear for the shadowseer. A great way to start Harlequins. Add in some Dark Eldar for some Haywire Scourges (harle's have no reliable long range AT) and some venoms as reliable scorers for 1500pts. Expand death masque formation into normal masque formation for 2000pts.

Death Masque will be my next purchase. Sadly I didn't have enough money recently after my chronos conversion and assorted paints and the such, so I didn't have enough funds for Death Masque (I would love the harlies and DW as I want to expand on my DW force too) however, I couldn't justify that purchase so I grabbed two troupes off ebay for like $30. This way I will have some test models and enough to switch out troupe equipment (I'm assuming I want 3 troupes for the masque/Cegorach's revenge)
What is the consensus on the Serpents brood, it seems really good because it can forgive a bad run or a whiffed assault. Why don't I see people take it?

Too many variables.
Harlequin transports aren't exactly sturdy and aren't likely to survive many turns. You need to be in situation where hit'n'running into a vehicle is better than hit'n'running into the enemy army (Hit'n'run, in his turn, move, possibly run and charge for an average 20''), so basically it's only useful if you have to hit'n'run in your own turn. You need to pass a hit'n'run test, you need to roll far enough to get all models close enough. It's not abysmal but I think run and charge provided by other formations is better.
**Chronus conversion as in the Pain Engine? Take a look into Haemonculus covens Dark Artisan formation, it works wonders in a Harlequin army. A massive bubble of -1ld, a big tanky unit that deepstrikes at exactly the right time to distact the opponents from closing Harles and reliable AP 2, I really like it alongside Harlequins.

Dark Eldar are actually excellent at kill team if you aren't playing with transports. Just spam kabalite warriors with splinter rifles and win.

I've had great success with reavers in kill team, 3+ jink paired with JSJ and a few Cluster Caltrops is killer.
OT: I understand where you are coming from with the rising crescendo thing, I didn't realize that they lost that rule, but I guess that's just an oversight by me.

The formation from Dead Masque requires you to take the special units with set loadouts, and the troupe loadouts for that are just terrible, so I wouldn't recommend it.
