I'm using 3rd edition stormtroopers personally
It's my opinion that the cults/militia list is a gift by FW to everyone with an imperial guard army and essentially any models can be used as long as the weapons look kinda like what their profile suggests - the stranger the better!

IMO, anything that looks remotely human or mutant. As long as it's approximately human sized, I'm down. I'm currently using a mix of Dark Vengeance Chaos cultists, Genestealer cultists, WHF beastmen, Frostgrave cultists, Empire militia, old inquisition models (the irony of which I see  ), and the occasional cadian. The more miss-matched and ramshackle the better!

Im currently using converted cadians/skitarii/GS/cultists/third party bits and im going to add my tzaangors when i get around to finishing them. The only complaint i have about the army list is the lack of roughriders.

As long as they're humanoid and the weaponry vaguely represents the weaponry they're carrying, go nuts. Just be clear and honest when explaining what's carrying what throughout the game.
When it comes my time to build, I'm going all out on my warp cult lost and damned.

Yeah, the skies the limit really for Imperial Militia and Cults. Basic Militia or Warrior Elite? Imperial Guardsmen are perfect. Using Tainted Flesh/Cult Horde/Alchem-Jackers? Chaos Cultists are almost tailor made. Survivors of the Dark Age? Something more blinged out like Stormtrooper/Scion models look great, or even Skitarri models (which also work good for Cyber-augmetics). Feral Warriors or Abhuman Helots? You can even start looking into some fantasy models now for some more diverse looking infantry.

These look like a good non- GW option:
I like these and if I ever wind up doing a Sacrificial Offering RoW list, I will get these and paint them up like old-school Arkadians!
These also seem good for traitors.
While loyalist who want to go with that Praetorian style could opt for this.
They aren't necessarily ideal for all your Provenances, but would be suitable for some.

Look at madrobot miniatures, lots of options for PDF and cultist look, as well as loyalist spec ops etc. Also there are the must have personality heads, I personally got a few for my catachans.

Just working out to convert some test miniatures for Pover armoured beastmen. Non grenadiers will have some sort of carapace. Might use tau stealt trooper legs for the grenadiers, but would like more archaic look.

Pretty much anything, as long as they are human sized, wysiwyg and their Provenances are represented convincingly. Remember, as well as representing 'cults' this also represents the majority of proffessional Imperial Army regiments, so they don't have to look like under-equipped troops or militiamen.
The only thing I'd steer clear of is plastic Cadians, as they're so '40k' in look. Any of the old metal IG ranges work, as would Necromunda models, or other manufacturers' models.
I used a mix of 'robed' models for my Cult - Necromunda Redemptionists and Cawdor mixed with plastic Cultists and various other models in robes.
